CLAD AND BCLAD CERTIFICATION REQUIREMENTS

Instruction Authorized by CLAD and BCLAD Certificates |
The following table describes the types of instruction of English Learners (EL) authorized by the CLAD and BCLAD Certificates.

Instruction designed specifically for EL to develop their listening, reading, and writing skills in English. This type of instruction is also known as "English as a second language (ESL)" or "teaching English to speakers of other languages (TESOL)."

Specially designed academic instruction in English (SDAIE)

Instruction in a subject area, delivered in English, that is specially designed to provide EL with access to the curriculum.

Instruction for primary-language development
|
BCLAD
|
Instruction designed for EL to develop their listening, speaking, reading, and writing skills in their primary language.

The following table describes the grade-level authorizations of each type of instruction authorized by the CLAD
and/or BCLAD Certificates.

Content instruction delivered in the primary language in subjects and grade levels authorized by the prerequisite teaching credential or permit. Instruction for primary-language development for preschool, K–12, and adults, with the following exceptions: a children’s center instructional or supervision permit or a child development permit limits instruction for primary-language development to the programs authorized by the permit; a designated-subjects teaching credential in adult education limits instruction for primary-language development to classes organized primarily for adults. |

CLAD Certification Requirements |
To earn a CLAD Certificate, you must
- have an appropriate prerequisite credential or permit;
- satisfy the CLAD second-language requirement;
- satisfy one of the following:
- have passed within the last five years all three CTEL Examination subtests;
- have passed within the last five years CLAD/BCLAD Tests 1, 2, and 3 (these tests are no longer given);
- have completed 12 upper division or graduate semester units or 18 upper division or graduate quarter units of appropriate
CLAD coursework (this option will be phased out when new CTC-approved programs become available; refer to the CTC’s Web site
at www.ctc.ca.gov for more information).
These three requirements can be satisfied in any order. Each is described more fully on the CTC’s Web site
at www.ctc.ca.gov.

BCLAD Certification Requirements |
BCLAD Certificates (currently available only through examination) are available for the following languages:
- Arabic
- Armenian
- Cantonese
- Farsi
- Filipino
- French

- German
- Hmong
- Japanese
- Khmer
- Korean
- Mandarin
|

To earn a BCLAD Certificate, you must
-
have an appropriate prerequisite credential or permit;
-
satisfy one of the following:
-
have passed within the last five years all three CTEL Examination subtests;
- have passed within the last seven years CLAD/BCLAD Tests 1, 2, and 3 (these tests are no longer given);
- hold an LDS Certificate;
- hold or verify eligibility for a CLAD Emphasis Credential, a CLAD Certificate, a Multiple Subject or Single Subject
Teaching Credential with an English Learner authorization based on AB 1059, or an SB 2042 Multiple Subject or Single
Subject Teaching Credential;

have passing scores from within the last five years on the appropriate CSET subtests, as specified on the CSET
Web site at www.ctcexams.nesinc.com. Three subtests are required: one assessing
language and communication skills in the language of emphasis; one assessing the methodology of bilingual education; and one
assessing bilingual cultural knowledge. See the CSET Web site for more information, including exceptions. (If you have already
passed Test 4, 5, or 6 of the BCLAD Examinations, see the program transition information in the current CSET registration bulletin,
which is available on the CSET Web site at www.ctcexams.nesinc.com.)
Requirements for a BCLAD Certificate in Portuguese. To earn a BCLAD Certificate in
Portuguese, you must
-
have an appropriate prerequisite credential or permit;
-
satisfy one of the following:
- have passed within the last five years all three CTEL Examination subtests;
- have passed within the last seven years CLAD/BCLAD Tests 1, 2, and 3
(these tests are no longer given);
- hold an LDS Certificate;
- hold or verify eligibility for a CLAD Emphasis Credential, a CLAD Certificate, a Multiple Subject or Single Subject Teaching Credential
with an English Learner authorization based on AB 1059, or an SB 2042 Multiple Subject or Single Subject Teaching Credential;
-
have passing scores from the last five years on CSET: LOTE Subtest IV or from within the last seven years on BCLAD Test 4 (this test
is no longer given);

have passing scores from within the last seven years on the two Portuguese culture and language tests administered by the
